I respectfully petition, His Excellency, the President of the Republic of the Philippines, the Chief of the Philippine National Police and its attached agency, the Firearms and Explosives Office, to faithfully and sincerely conduct public hearings and consultations with concerned sectors of society, in order to properly formulate the necessary Implementing Rules and Regulations for the reasonable and fair implementation of RA 10591 in order to protect the citizen’s right to self-defense and the use of reasonable means to repel unlawful aggression in the enjoyment and pursuit of the blessings of our democracy. It is our prayer and sincere request that no established rights and freedoms, as enshrined in our constitution, be violated in the formulation of the IRR for RA 10591.

For the first time in Philippine History, a law has been enacted that codifies the ownership of guns by civilians. For the benefit of future generations of Filipinos, the Implementing Rules and Regulations of RA 10591should make it a just, fair, and reasonable law.
